The University of Valencia (UV) organises this Monday, December 12 and 13, the International Conference on Collective Bargaining in the Public Sector, two sessions that will be held in person at the Ignacio Albiol Hall of the Faculty of Law and in which specialists will be divided into ten round tables, in order to discuss and debate negotiation mechanisms in different areas of the public sector.
The conference, directed by AdriánTodolí and Ángela Martín-Pozuelo, professors of Labour Law, will be opened on Monday at 9 am by the councillor of the Valencia City Council Mª LluďsaNotario; the president of the Valencian Association of Public Administration Personnel Technicians (AVTPAL), Trinidad MartínezSanz; and the tenured professor of the UV AdriánTodolí. The conference will end on Tuesday at 2:00 p.m. and is organised by the University of Valencia, the Valencian Government and AVTPAL.
Five round tables will be held on Monday. The first will be "Salary negotiation and budget limits", by the UV full professor Remedios Roqueta. It will be followed by "The negotiation of the RTP, the OPE and replacement rate limits", by AdriánTodolí; "The negotiation of the horizontal professional career", by the head of the Career and Optimisation Service in Human Resources Management of the Valencia City Council, Vicente Salvador; "The negotiation of the RTER and the RER in the Public Administration and the SPI", by Professor Tomás Sala (UV); and "The negotiation of the disciplinary power of the employer", by Alfonso Esteban, professor at the Complutense University of Madrid.
Tuesday’s session will be made up formed by five other round tables. In the first one, the head of Human Resources of the Valld’Uixó City Council, Clara Aparici and David Rosa, deputy technical director of Las Naves, will discuss the negotiation of the teleworking protocol and digital disconnection. Also, Professor Gemma Fabregat (UV) will explain "The negotiation of the equality plan" and Giuseppina Pensabene, from the UniversitŕdegliStudi di Padova, will explain what "Negotiation in the Public Sector in Italy" is like.
For his part, at the fourth table, Juan José Camino, Labour inspector, will intervene with the presentation "Formal, legitimacy and procedural issues of the approval of a collective agreement in the SPI". Finally, the general director of the Public Sector of the GVA, Isabel Castelló; the general secretary of the SI FSC CCOO of the Valencian Country, Pilar de Vera; and the general secretary of the FeSP-UGT of the Valencian Country, MayteMontaner, will debate at a table on the health of union participation in the Valencian Public Administration.
